The idea of aggregating abundances of blogs is dealt with by James Farmer in BlogSavvy, which seems to be a spinoff from his existing Incorporated Subversion.

Yes - there's what you might call an "official" UCL e-learning blog now. It's part of the Learning Technologies site, but uses Blogger as its basis.
neat! I've added it to the relevant folder in my Bloglines feeds, so that it will appear in the sidebar of this blog too.
